CHAPTER 38: TOBIAS

Tobias is in the dormitory when he strikes up a conversation with Cara. Cara explains that they have been unable to create a truth serum powerful enough for Tris to resist. As was described earlier, the plan is to create an especially powerful truth serum. They want to use it on the Bureau’s leaders. They’ll hopefully get the leaders to reveal to the public what they’ve been unethically doing to the people of Chicago. They hope once the truth is revealed then change will come.

Tobias and Cara begin to converse about the Tobias’ relationship with Tris. As they speak, Tris comes in. She is visibly upset after attending a council meeting. The leaders at the meeting decided that they must remedy the chaos in Chicago by resetting everybody: they will erase all of the Chicagoans memories, implant new memories, and restart the Chicago experiment.  
Tobias and Cara comment on how much easier it would be if they were working with different scientists. Maybe other scientists would think differently and be open to better suggestions. Such scientists could come up with better solutions.

These thoughts begin to get the wheels turning in Tris’ head. Tris realizes that maybe they can reset the council itself. They don’t need to bring in new scientists if they can reset the scientists already in the Bureau. They don’t need to apply a powerful truth serum on the Bureau if they can apply memory serum instead. They can reset David, the council members, and other important figures. Then, they can get them to believe whatever they want.  

Cara, playing the devil’s advocate, is fearful that resetting them will cause them to forget all the important knowledge they possess. Tris believes Matthew, though, can select which memories to erase and which ones should be kept.

Tobias also questions Tris’ plan. He sees the plan as being hypocritical since David is going to be doing something similar. He is going to reset all the memories of those in Chicago. Tobias believes that Tris’ plan doesn’t make them any better than the Bureau. Tris explains that David and his people are completely unethical and don’t deserve any mercy.
