CHAPTER 37: TRIS
As a future member of the council, Tris must begin attending meetings. She meets up with David to go with him to one of the meetings. David looks tired and he explains that there’s a situation that kept him up.  

Tris pushes David to the meeting room (he’s still in a wheelchair). Other council members have gathered and were waiting for David. Tris sits off to the side with Zoe as the meeting begins.

David explains the horrible situation in Chicago. Evelyn, the leader of the factionless, is now in the possession of the Erudite’s death serum. If the Allegiant attack then there will be a huge death toll. Those in charge of the Bureau, David’s bosses, will be quick to close the Chicago experiment if the deaths occur. This would be proof of the Bureau’s inability to manage Chicago.

David proposes a solution. They use a memory serum to reset everybody in Chicago. He also explains that decades before Tris’ time, the people of Chicago rose up and another resetting occurred. During this rebellion, much was destroyed. The factionless lived in the ruins of this reset. The ruins that the factionless called home suddenly made sense to Tris.

Tris is super angry at the prospect of erasing people’s memories. She then realizes how David and the council really view the people of Chicago. They aren’t people but damaged parts of an experiment.
