CHAPTER 33: TOBIAS
Tobias enters the dorm. There, he finds Peter looking over maps. Peter explains how he’s realizing how big the world is and how insignificant he is. Tobias figures that Peter is trying to convince himself that he doesn’t matter. Perhaps, Peter thinks that his history, his poor choices also don’t matter.

Next, Peter asks Tobias if he still has any friends. Tobias did, in fact, play a role in Uriah’s injury. Peter figures their friends may have shunned Tobias. They converse for a little bit and Tobias debates on how friendly he should be with Peter. Peter invites Tobias to join his own clique, which only consists of himself and Caleb.

Tobias takes a moment to reflect again upon his own actions. His actions could have cost Tris her life. He realizes that he, perhaps, is no better than Peter.

Tobias leaves and goes to a garden area. There, he bumps into Cara who invites him to a meeting. Another group is forming who wants to hold the Bureau accountable for their unethical experiments. Chicago was the Bureau’s twisted creation and some people want some justice delivered.

As they walk, Tobias realizes how many qualities Cara shares with Will. He’s, slowly, starting to get over the loss of Will.

The two eventually make it to Mathew’s lab. Mathew is there, as well as Tris, Christina, and Caleb. They are all, understandably, still very upset at the role the Bureau played in the deaths of many of the Abnegation. Over it, the Bureau’s actions led to great chaos in Chicago. They want everyone to see what the Bureau’s leaders have really done.  

It is suggested that they get to work on a powerful truth serum that even the genetically pure cannot resist. They will all play roles in the serum’s development and implementation: Caleb and Cara will work on making the serum (they’ve worked on serums before); Tris will spy on David and his gang; and Christina and Tobias will get close to others like Nita who would help them deploy the serum.  

Everybody leaves and Tobias has a moment alone to talk to Tris. He tries to get her to understand his reasoning behind his actions. He knew that actions had to be taken against David. Tris warned him not to go along with any plans. She’s upset at the results of what happened, like Uriah’s injury.

Tobias tries to point out that he feels like Tris has to always be in the right. She doesn’t seem to take anything he says into consideration. Tobias did what he thought was right. Now, he has to deal with his own regret and Tris’ harsh treatment.  

Tris begins to cry and asks to be left alone.
