 INSURGENT -- CHAPTER 18
Jack Kang finally holds his meeting. He still has details to figure out about the attack. The thing that he really wants to learn about is the Divergents. He asks for the Divergents to come to the front of the stage. Only a few approach, including some Candors, Tobias, Tris, and none other than Marcus.  

Marcus assures the crowd that the Erudite attacked so they could identify the Divergents. Tris interrupts and tells the crowd that the Erudite were killing and have been killing Divergents. Jack doesn’t understand why they would want Divergents killed, and he doesn’t believe this theory since there isn’t adequate proof. Furthermore, Jack remarks on how the Dauntless traitors who attacked just put people to sleep instead of killing them. Tris is aware of the Divergent boy who was killed by Eric. Jack retorts that Eric will be punished for this crime.

Jack continues with his speech. He is under the impression that since they were not killed by the Erudite attack that a peace treaty is likely possible. He intends to negotiate later with Jeanine. Tris tries to explain how the transmitters they were all marked with can take affect at any moment. Jack quickly dismisses Tris’ illogical reasoning.

Tobias shouts out that Kang doesn’t control the Dauntless. But, Kang retorts that he does control the larger number of Candor. Kang also makes it clear that without the Candor’s help, the Dauntless sit helpless against the Erudite.
