Those in the Command are stunned and confused by the turn of events. Haymitch believes that Peeta was giving people in District Thirteen a warning of an upcoming attack. President Coin, though, doesn’t seem all too concerned. President Coin doesn’t think the Capitol would attack Thirteen head-on given their power with nukes and their alliance with the rebels.

President Coin, nonetheless, is moved enough to practice for an attack by conducting a level five drill.
The drill begins and everybody calmly evacuates lower and lower into District Thirteen. Everybody goes into areas that are labeled the same as their actual home compartments.  

Katniss has just found her compartment when Plutarch finds her. He asks Katniss to remain calm despite Peeta’s “setback.” Plutarch realizes the importance of Katniss, and he doesn’t want anything affecting her behavior for the worst. Katniss is not too happy with Plutarch’s little pep-talk.

  When he leaves, Katniss gets to reading the rules posted in her bunker. She learns that she must go to the Supply Station to pick up packs for herself and her family. Katniss quickly goes off to do so.  

Upon returning to her bunker, she begins to pull out the necessities from the packs and she organizes them accordingly in the bunker.

She waits until her mother gets there; unfortunately, Prim isn’t with her. They quickly figure out that Prim, who should have gotten there before their mom, probably went back home to pick up Buttercup.  

Katniss darts out to save Prim. She gets to two huge metal doors that are being closed. Using her body, she wedges herself in the doors, forcing those men running the doors to stop closing them. Shortly after, Gale and Prim come running along and they’re allowed inside.  

Prim has her cat. Gale has brought Katniss some things that she left in her room upstairs; he has grabbed the items Katniss saved from her old home in District Twelve’s Victor’s Village.

Katniss caused quite a spectacle by running to the door. Now, all eyes are on her as she returns to her family’s bunker. Once there, she organizes the things that Gale brought back to her, including the pearl that Peeta gave to her during the Quarter Quell.

Later, Coin makes an announcement: they are expecting an attack. When it comes, the place shakes a bit, the lights go out for a bit, and the underground bunker stays intact. Prim believes they were bombed by missiles that are able to penetrate into bunkers.

Katniss is relieved that Peeta found the nerve to warn them all.  

A little later, Coin makes another announcement. She lets them know that they have been hit and are anticipating more non-nuclear missiles to hit them.

Katniss’ mom is summoned away to help the injured. Katniss is relieved to be there with her sister. They start talking about Prim’s bright future in District Thirteen. She is probably going to be a doctor. Katniss opens up about her fear that Peeta is dying or going to be killed in the Capitol. Prim reassures her that the Capitol would not kill Peeta—he, in fact, is Katniss’ Achilles’ heel.
