Katniss has a lot on her mind and she cannot sleep well. She finds the pearl that Peeta gave to her during the Quarter Quell, and she thinks of him.

Katniss accidently wakes up Prim who comes to join her. They discuss Katniss’ plan to truly become the Mockingjay and to rise up as the symbol of rebellion. Prim points out that Katniss is in a position of great power, and Katniss realizes that she can maybe get the resistance to protect Peeta. With that thought in mind, Katniss is able to fall asleep.

The next morning, Katniss sits to eat breakfast, wishing there was more of it; however, the district is the master of portion control and only gives everybody as much as they need. Gale joins Katniss and begins giving her some of his food. Her lack of food gives her an idea: maybe she can barter with the district and allow her and Gale to go hunting above ground, just like old times. Gale also suggests that she should convince them to let her keep Buttercup.  

Breakfast ends and Katniss leaves with Gale for the Command center. The leaders at Command are a bit surprised to see the two of them. For the next twenty minutes, Katniss puts her demands on paper: safety for Peeta, safety for Buttercup, hunting privileges, Gale by her side, and the privilege of killing President Snow if he’s caught.  

Finally, after writing her commands down, Katniss speaks. She voices her first demand if she is to become the Mockingjay. She wants to keep their cat. The crowd is not happy with her request, but they accommodate to her demand. Coin accommodates to her next demand too (allowing Katniss to hunt daily for two hours).  

The group and Katniss have to compromise, however, when it comes to having Gale near Katniss. The District Thirteen people know that it’s important to keep the love façade between Katniss and Peeta alive, and allowing Katniss to interact closely with Gale might ruin this façade. It’s decided that Katniss and Gale must not show any hint of romance while under the public eye.

Katniss moves onto her next demand, Peeta. She wants to keep Peeta safe if the rebellion succeeds and Peeta is captured. At the spur of the moment, Katniss also asks for Thirteen to pardon the other tributes that were captured by the Capitol (Johanna and Enobaria). They do not agree at first, but Coin later agrees after Katniss begins to heat up with anger.

Lastly, Katniss asks for her most desired demand. She wants to kill President Snow herself. Coin says that the two of them should flip a coin for the opportunity to take his life.  

Coin takes off to attend to her busy schedule and Plutarch is left in charge. Plutarch gives Katniss a leather book filled with pictures of Katniss’ amazing black uniform that she’ll be wearing as the Mockingjay. At some point, Cinna had time to sketch out these pictures for her.  

According to Plutarch, the plan is to air propaganda shorts, propos, all around Panem in which the Mockingjay is featured. The propos, which seem more like commercials, will be made possible by hacking into the Capitol’s airwaves and airing them. Beetee has accomplished the feat of taking over the airwaves with his technology skills. He can only keep control of the airwaves for short intervals, though.  

Plutarch decides to take Katniss and Gale to the mysterious Compartment 3908. Once they get to the correct floor, though, a guard tries to force them to leave despite Plutarch’s insistence that they are at the right spot. Compartment 3908 is just a little ways ahead, but the guard is being quite stubborn.  

Gale is able to distract the guard just long enough to allow Katniss to make her way into Compartment 3908. Inside, she finds her tortured prep team.
