Inside Compartment 3908 Katniss finds her old prep team from the Capitol. They have apparently been beat up and tortured. Katniss immediately questions Venia on how they got there. She says that they were taken on the same night that the arena was blown up.

Plutarch admits that he knew that Cinna had asked them to be there so that they can help Katniss prepare for her new role; however, Plutarch did not know that they had been tortured.  

The guard confesses that they were beat up for taking food. Katniss orders the guard to unshackle them so she can take them to her mother for proper care. The guard refuses, but Plutarch gives him the authority to unshackle them. Nonetheless, the guard has to contact somebody else before he lets them go.

Katniss escorts her prep team to her mother at the hospital where she can take care of them.  

Afterwards, Katniss speaks to Fulvia, Plutarch’s assistant. Plutarch and Fulvia were both in the dark on what was happening with Katniss’ prep team. With the way that Thirteen treated her prep team, Katniss realizes that this district might just be using certain people as tools for their master plan.

After lunch, Katniss and Gale have the opportunity to finally go hunting. They are told to be back at a certain time, and they are allowed outside of the fence that surrounds District Thirteen.  

Katniss enjoys herself as she reverts to her old hunting ways with Gale. They gather much game and even take a moment to enjoy the waters of a pond.

At one point, Gale questions Katniss’ affection towards 
her prep team. She points out that her team is innocent and child-like. Gale doesn’t understand how she can defend a team of people who prep her for a slaughter. Gale believes that Coin felt the same resentment towards the prep team; thus, she allowed them to be tortured.  

Eventually, Katniss makes her way to her new home in Compartment E. Katniss and her family have been moved to this location to make it possible for them to keep Prim’s cat. It lies directly below the ground and has a window that Buttercup can use to come above ground during certain times of the day.  

Katniss drifts off to sleep and then is awoken by Prim. The people are to go to a Collective room for an assembly. There, at the Collective, Katniss bumps into her old ally Finnick from the Quarter Quell. Finnick is still suffering from what sounds like post-traumatic stress disorder, and it takes him a bit to realize who Katniss is.  

Katniss knows why the crowd is gathering and she lets Finnick in on the reason behind the assembly. The president will make a public announcement in which she pardons some of the surviving tributes in exchange for Katniss becoming the Mockingjay.  

President Coin finally emerges and makes the announcement to the crowd. The crowd isn’t too happy with the idea of allowing the tributes, possible enemies, walk free without any punishment. Hearing their dissatisfaction, Coin adds in that if Katniss chooses not to fully cooperate then the deal is off.
