After a quick visit to the remnants of District Twelve, Katniss arrives back to District Thirteen in less 
than an hour via hovercraft. Katniss describes how close the two districts are and how the two women she encountered in the woods a long while back never survived the hike to the secret district.  

Katniss goes onto explain that District Thirteen had an underground facility intact when the Capitol first destroyed them during the Dark Days. The shelter and its rebellious inhabitants were able to come to a truce with the Capitol during the Dark Days. As part of the truce, District Thirteen would not destroy the Capitol with its nuclear weapons if the Capitol let District Thirteen’s residents live in secret. Since then, the district managed to stay alive and even improve its underground habitat.

The residents of District Thirteen are forced to follow a very strict schedule. They are told to what to do each day via a daily temporary tattoo that is imprinted on their arms. Katniss gets a tattoo each day, but she ignores what her schedule tells her to do. She fears that one day soon she won’t be able to get away with ignoring her schedule; however, she hasn’t been deemed quite mentally stable yet, so she is able to get away without following her set daily agenda.

Katniss eventually makes her way to Compartment 307 where she now lives with her mom and Prim. There, Prim is happy to be reunited with her cat and her mom is happy to get the wedding picture that Katniss retrieved from their District Twelve home.  

Soon enough, it’s time for dinner. Unfortunately, before they can make their way to dinner, Gale receives a message that asks for Gale and Katniss to go to the district’s Command center. There, they watch a screen that picks up broadcasts from the Capitol. Today, the Capitol is airing an interview that Caesar Flickerman is having with Peeta.

Katniss darts to the front of the screen to inspect Peeta’s image. She wants to make sure that Peeta is in good shape. Peeta looks as healthy as ever.  

Caesar Flickerman questions Peeta about how he feels to be in his current whereabouts. Peeta confesses that he didn’t plan things to turn out this way; in fact, he had planned on sacrificing himself for the well-being of Katniss in the arena during the Quarter Quell.  

Peeta, next, reflects upon his experience inside of the arena. He apparently feels very guilty about letting Katniss run off without him towards the end of the Quarter Quell. He also strongly defends Katniss and her ignorance when Caesar Flickerman accuses Katniss of intentionally destroying the arena. In reality, Katniss didn’t know what would happen when she utilized the contraption that Beetee devised.  

Flickerman then suggests that Katniss knew of the plan that the rebels had come up with. This false accusation gets Peeta in such a heated frenzy that it seems like he’s going to get physical as he defends Katniss. Luckily, Caesar is able to calm him down.

Caesar then gives Peeta the option of ending the interview. Peeta is curious, however, about the other things that Caesar has to ask him and so he has Caesar proceed. Caesar asks Peeta about his opinion on the war that is going on. Peeta has a clear answer as to what should happen: both sides should stop fighting. He believes that there are already so few humans out there that they shouldn’t be killing each other.  

After Peeta’s speaks his mind the interview comes to a close. Peeta is to return to the room where he is locked up.  

The scene returns to the Command center where Katniss tries to take off after watching the interview. The people around her are not too happy with Peeta’s call for peace and Katniss doesn’t want to deal with having to take sides.  

With help from Gale, she is able to run off from Command. During their escape, Gale takes a hit in the face by President Coin’s assistant, Boggs, but they both get away.  

Inevitably, Gale loses his communicuff because of his actions (a communicuff is a kind of cell-phone that can only text messages).

While conversing with Gale after their escape from the Command center, Katniss gives some props to District Thirteen for their successes, but she criticizes them for waiting so long to start a new rebellion. Gale is quick to point out that they needed a spark to start a rebellion from the inside; they needed Peeta and Katniss to stir up the pot.  

Gale goes onto mention that Peeta was probably just vocalizing President Snow’s words with the thought of everybody stopping the fighting on all sides. Gale thinks that Peeta is being forced to say such things because Peeta is being bribed by President Snow. He feels that if Peeta obeys, then maybe Snow will spare Katniss’ life.

During her conversation with Gale, Katniss finally realizes that the war must wage on and that peace is not the answer. Peeta is wrong in his idea of peace. Katniss finally realizes that she must stand up as the symbol of the revolution that she was always intended to be.
